David has over 28 years’ experience in the development and delivery of major infrastructure projects, both in Australia and abroad. He draws from his extensive and diverse project track record to consult and guide his clients through complex infrastructure project developments. David is an experienced negotiator, having led numerous major project bids, balancing a managed risk profile in a competitive environment.
Through his expansive project involvement David has demonstrated his ability to strategically lead multi disciplinary, complex teams and his high level knowledge and understanding of the development and ongoing operation of multifaceted infrastructure projects.
David is a leader in the advancement of public infrastructure projects and has a proven performance history of using his diverse capability and indepth, technical connection to projects and their complexities to develop and implement best practices in project management and delivery, from inception to completion. David has been a key player in the development and operation of various joint ventures and private and public partnerships, both here in Australia and around the world. As a leader, David has chaired Early Contractor Involvement teams, building alliances which saw best value achieved for the client.
David has extensive experience in developing and maintaining strong high-level networks demonstrated through over 20 years’ experience in senior management roles in the industry. David is passionate about infrastructure construction with an innate understanding of complex projects, able to quickly make the complicated into simple.
David leads Lidiar Advisory, coordinating and managing client-focused outcomes with its core group of Associates.
Julio Bara

Leading Lidiar Group’s Health & Safety division, Julio works with our clients to understand their key workplace health and safety needs, identifying issues, and providing actionable and impactful solutions extending beyond the traditional health and safety consultancy model.
With a strong educational background in clinical physiology, and over 10 years of practical experience, Julio believes that by improving health and safety in the workplace is the way of improving employee engagement, thus driving employee productivity.
An esteemed career in health and safety has motivated Julio to advocate for the appropriate prevention and intervention frameworks required to monitor employee mental health and improving employee mental health outcomes. Julio works hard to ensure a holistic view of employee wellbeing, with a focus on the value a flexible and inclusive culture brings to an employee’s health and wellbeing. Using a consultative approach with a focus on understanding what the individual’s needs are, Julio works with our client’s to explore the myriad ways it can best support their employees as they go through the different challenges and stages of life. Passionate about corporate mental health, he is a founding member of the Corporate Mental Health Alliance, Australia.
